Mr. Lutz has been involved with the Upper Atmosphere Physics Group for the past 20 years. He has been a key participant in the development of all types of instrumentation, including ground-based, balloon-borne, and spacecraft platforms. The most recent projects have been Imaging Riometer Systems ranging from high-speed, high-resolution systems to extremely low power 16-beam systems for use at unmanned observatories, and developmental work on a Riometer intended for a Mars Lander Mission.   Mr. Lutz has specific expertise in the following areas:

• RF System Design, including Phased Array Receiving Systems
• Embedded Controllers (RISC and CISC) used in Scientific Instrumentation
• PC Based Instrumentation
• PC Interfaces (PCI, PC/104, Serial Port, Parallel Port, USB)
• GPS Systems for Data Acquisition Timing Synchronization
• Low Power FPGA and CPLD (micropower) Technologies
• Data Telemetry and Digital Telecommunications Technologies
• PC and Workstation Networking, including Real-Time Considerations
• PC-based Server Systems, including Mail and WWW Servers
